Brussels. 15th May 2025. CISPE is thrilled to announce the appointment of Enzo Ribagnac as the new Director for Policy, Governance and Operations at CISPE. Enzo brings a wealth of experience in the cloud and data industry, having also successfully led the European policy advocacy activities of the largest European open-source foundation, leading to significant regulatory changes in favour of European open source. His extensive background working with and within international and European institutions makes him a valuable addition to our team.

Enzo will play a key role as CISPE continues to shape the future of the European cloud industry. He will work closely with Secretary General, Francisco Mingorance, on operational aspects of CISPE and its growth, ensuring the smooth application of our new by-laws in favour of European digital sovereignty. Enzo will also manage policy files that directly impact our industry, advocating for the interests of our members and the broader European cloud ecosystem.

CISPE has undergone significant governance changes this year to better serve our members and the European cloud industry. These changes include a 100% European board, the creation of a dedicated Sovereignty Committee and restricting non-European hyperscalers to adherent membership with observer and comment rights but without voting privileges. In addition, CISPE has launched various industry initiatives to support the growth of the European cloud industry and technologies including the open-source project Fulcrum, which aims to accelerate the development of distributed cloud infrastructures in Europe.

With such a comprehensive agenda, CISPE is expanding its team and Enzo will support it in ensuring that this new governance model, and initiatives deliver in responding to the economic, competitive, technological and geopolitical realities of our industry.

Francisco Mingorance, Secretary General of CISPE, commented

“Enzo’s experience in the open source, cloud and data industry, coupled with his successful track record in policy and advocacy, makes him brilliantly qualified to join our team.  His strengths and experience perfectly align with our mission to promote the use of cloud infrastructure services in Europe and to ensure that our members have a strong voice in shaping the future of the industry.”
